SPECIFIC PROCUREMENT NOTICE
INVITATION FOR PREQUALIFICATION OF DESIGN AND CONSTRUCT BIDDERS FOR
PORT REITZ/MOI INTERNATIONAL AIRPORT ACCESS (C110) ROAD
TENDER NO. KeNHA/869/2014
1.The Government of Kenya (Recipient) has applied for financing from TradeMark East Africa and intends to apply part of the financing towards the cost of design and construction of Port Reitz / Moi International Airport Access (C110) Road located within Mombasa County in the Republic of Kenya.
2.The roads to be improved are as follows:
a.The Port Reitz road starts at the KPA gate and runs in a northerly direction to join Moi International Airport road .Length of this road section is about 2.2
b.Moi International Airport (C110) road starts at the Magongo junction runs in a south-easterly direction and ends at the entrance to the Airport. Moi International Airport (C110) road is approximately 1.8
c.Section of Magongo road between C110 and the Changamwe roundabout, approximately 1.0 km length.
3.The Ministry of Transport and Infrastructure through its implementing agency, the Kenya National Highways Authority, KeNHA intends to prequalify bidders for the purpose of
4.It is anticipated that the successful bidder will sign a fixed price contract with KeNHA to provide design and construction services subject to signing the Finance Agreement between TradeMark East Africa, the National Treasury and the Ministry of Transport and Infrastructure.
5.The Design and Build Contract approach will be adopted where the successful bidder shall undertake due diligence and detailed investigations and prepare detailed engineering designs on which construction shall be based. The bidders are therefore expected to have experience and capability in both design and construction and are encouraged to associate as construction firms and consultancy firms to enhance their capabilities in these areas.
6.The detailed scope of works is contained in the prequalification document and generally include the following:-
a)Strengthening/reconstruction of the single carriageway road and widening to dual carriageway
b)Construction of pavement layers
c)The construction2 No. grade separated junctions/interchanges
7.Prequalification under this invitation will be conducted in accordance with the public procurement procedures contained in the Government of Kenya’s Public Procurement and Disposal Act (PPDA), 2005 and is open to all bidders or firms and voluntary joint ventures from any country except where:
i) commercial relations between the bidding firm's country of origin and the Recipient’s country (Kenya) are prohibited by law or official regulation, and ii) in compliance with a United Nations Security Council resolution prohibiting importation of goods or payments to persons or entities in the bidding firm's country of origin. Bidders affected by any of these conditions will not be eligible to participate.
8.Bidders are expected to demonstrate the following information among other requirements contained in the RFQ, which shall be used for the evaluation process.
(a)Certified copy of certificate of registration/incorporation
(b)Certified copy or current tax compliance certificates
(c)A copy of joint venture (JV) agreement, or letter of intent to form a joint venture
(d)For local firms, registration by the relevant regulatory authority including National Construction Authority, minimum class NCA 2, and relevant Engineers Board of Kenya registration.
For foreign bidders, equivalents of the above shall be required.
9.The shortlisting of firms for the works under this invitation will be conducted in accordance with the public procurement procedures contained in the Government of Kenya’s Public Procurement and Disposal Act, 2005.
10.KeNHA will establish a short list of qualified bidders who shall be issued with the bid documents and submit bids for the contract. It is expected prequalified firms will be invited to submit bids in the fourth quarter of 2014. Bidders will be allowed approximately ninety (90) days from the date of issuance of the Invitation for Bids (IFB) to prepare and submit their bids. The design and construction contract is expected to commence later in the first quarter of 2015 and the estimated duration for design and construction is 18 calendar months.
11.Interested eligible bidders may obtain further information from and inspect the Prequalification Document from the Procurement Office at the Kenya National Highways Authority located at the address below from 0800 Hrs to 1700 Hrs (East Africa Time), on working days.
12.Prospective bidders may submit written requests for clarifications regarding the information contained in the prequalification documents to the address indicated below at least 14 days before the deadline for submission of the Application for Prequalification.
13.Bidders can download a complete set of the RFQ document from the KeNHA website www.kenha.co.ke.
14.Completed prequalification documents (one original and three copies) should be submitted in sealed envelopes, either delivered by hand, courier or by registered mail to the address below, latest 1200 Hrs Local time on 11th September 2014, and be clearly marked "Application for Prequalification for the Design and Construction of Port Reitz/Moi International Airport Access (C110) Road in Kenya”. 15.Opening of the bids will take place immediately thereafter at the KeNHA Headquarters Board Room, 3rdFloor, Blue Shield Towers, Hospital Road, Upper Hill, in the presence of bidder’s representatives who choose to attend.
